We have a vintage SITEX HH-300 on board Our ship of his own pocket at all times, and our Uniden mounting base. The SITEX not extremely well using the rubber duck "antenna at a distance of 5-7 miles in the water free to talk to other boats and marinas. It depends on how jusrisdictions DONT few. For them using a repeater, should change their phones to a different frequency for the repeater to collect then the transponder transmits the "variable". Some smaller departments like mine DONT want to spend the extra money on the individual, so I put three or four transponders at the same time thruout the county officials its use for their part, are closer.
